   But without the hard evidence, you can't tell the difference.   
      
   Especially to legal standards.  There's already been one wrongful death   
   lawsuit filed, and there's invariably going to be more.  Because even if   
   one wants to claim "Drug War" to use LOAC, there's already been clear   
   violations of that perpetrated by US forces too.   
      
   FYI, claiming "classified intelligence" is a weak dodge, as the US has   
   used legally proper 'Chain of Custody' standards for classified material   
   and suitable venues for it.  Its because we've learned from history that   
   intelligence data isn't particularly reliable:  there's many examples of   
   double agent spies and the like who've provided bad intelligence.  One   
   famous one was "Operation Mincemeat":
