That is exactly what SK and I had come up with while watching it. Even
after Ami acknowledges that Makoto has a point about Sailor Senshi
having the right to love...she still seems to have an issue.

Once again, that's how SK and I saw it. While Ami is a very composed
young lady, she is still one to blush quite a lot. Being on a Ferris
wheel with a blushing boy who likes her would likely induce a blush,
particularly if she liked him or just wasn't quite sure what to think.
Seems to me she likes him as a sweet friend who has a crush on her, and
that she doesn't want to hurt. She doesn't lead him on, but definitely
tries to do nice things for him, for whatever reason the viewer decides
   to believe.

I would have enjoyed a connect, but I'm a twisted oddball who loves to
see my favorite characters get injured and tended to. *still annoyed
about a particular Makoto scene near the end of PGSM*

Gotta admit, I really liked the overall lack of Usagi in this episode.
While I enjoy the character a lot more now than I did back when I
originally started watching the show (dubbed or otherwise), I still like
getting away from her for awhile. Plus, Makoto and Ami are favorite
   characters...
