   I wouldn't say that.  I guess there is some difference in the   
   definition of "filler" -- for some series, "filler" means episodes   
   inserted that were not in the source manga, often while the anime   
   waits for the manga to get further ahead.  But Sailor Moon is so   
   different from the manga that I use "filler" to mean episodes that do   
   not advance any overall plot -- in other words, they are used to fill   
   the space between major plot development episodes.  In the case of the   
   Doom Tree arc, the "overall plot" is just what is covered in the 13   
   episodes of that arc.
