The most likely answer, as in almost       every case of this kind, is that the potential companies did not think       it would be worth the money to bring the series to the US.       There are rumors that Takahashi...."              Of course you mean Takeuchi Naoko-sensei. ^_-              2 explanations have been offered:              Toei / Cloverway wants more money than anyone wants to pay to license       Sailor Stars.              Toei / Cloverway doesn't want to hurt Sailor Moon's "family friendly"       image that it has now due to subject matter (like the outfits of the       Starlights and that they're girls masquerading as a boy singing group -       very common takarazuka kind of thing in Japan but probably very hard to       understand if you don't know what the hell is going on) found in Stars.       This one is kinda self-defeating - if Toei pulls all the licenses, that       removes Sailor Moon from having any kind of image at all! So this point       becomes moot anyway, and we see no reason why Stars shouldn't be       licensed. I doubt that Takeuchi has any say in this matter, but of       course Episode 67 is an exception. Other rumor of Episode 67 - the       Japanese licensor didn't want the native audience to import Region 1 DVD       sets into Japan, so one episode was forced to be left out.
