I have a feeling that by that point, the writers were out of material
for the inners. They were clearly unwiling to do anything that would
change the status quo, like giving them boyfriends or any other major
change to their life. So what else is there to do with them? I guess
the writers felt that they didn't want to just repeat the same types
of episodes over again, although they did include a Minako idol
   episode.
