   Looking to Wikimoon.org (And according to the manga), there are two   
   answers, one short-term and one long-term. For the short-term answer,   
   he was originally a human who had lived on Earth in the 30th century   
   and was the first to challenge the peace of Crystal Tokyo. Neo-Queen   
   Serenity banished him to Nemesis for his crimes. The long-term answer   
   (I seem to vaguely remember) is that Sailor Galaxia was ultimately   
   responsible for ALL the villins that Sailor Moon has faced, Queen   
   Beryl, Death Phantom, Pharaoh Ninety and Queen Nehellenia.

   That seems reasonable to me. In addition, Chibiusa is to eventually be   
   the bearer of the crystal as well.
