   This question, surprisingly, doesn't come up all that often so it's not in   
   the FAQ. I think the EU has turned it into an Imperial Academy but more   
   likely it's some sort of prestigious military flight training school. The   
   Empire is certainly taking the best recruits from the Academy and forcing   
   them into military service which is why Biggs Darklighter jumped ship and   
   joined the Rebellion. Perhaps Luke hoped to one day do the same thing but I   
   think he was mostly interested in the adventurous lifestyle offered by the   
   Academy and was driven by a genuine desire to fly.
