   The Empire would have been all about indoctrination of the young.   I   
   remember in the Radio Drama that it states that there was a mandatory   
   test all young people had to take at a certain point during their   
   educations.   If you score high enough (and for Stormtrooper it was   
   probably pretty low) then you qualify for an education at an   
   "Academy".   Then right when you finish that education you are   
   'drafted' into the Imperial Starfleet.   By that time it was probably   
   so common place to be drafted it was simply a conclusion that when you   
   started your education at an Academy it lead to an Imperial Navy   
   career.   That way anyone of any talent is located and placed on a   
   path that would put them to best use in the Empire, it also acts as a   
   register of talented people in case they disappear and join the   
   Rebellion.   Unless you are like Luke's friend Fixer who didn't want   
   to go anywhere and never will, he walked in, filled out his name and   
   walked out, same result, you then have a list of people that don't   
   matter.   
      
   The Imperial Academy at Carida was probably the end result of Academy   
   training, you start somewhere and when you are drafted you go there to   
   finish it.   The Empire did try to be through.   
      
   The only thing I want to know is when the name "Luke Skywalker from   
   Tatooine" appeared on the Academy paperwork how long it would have   
   taken for one of Vader's agents to pick up on it.   That would make a   
   good alternate history story I think.
