Episode III and the birth of the twins takes places 19 years before Episode
   IV.

As for Obi-Wan's supposed age difference, there's no need for any kind of
official "explanation". People simply do age differently - even in real life
some 70 year olds only look 50 and some look 90. Obi-Wan's appearance
wouldn't have been helped by nearly 20 years of back-of-beyond desert living
under Tatooine's twin suns either. :-)

The actual ages of the characters is never mentioned, and can only be
guessed by using the timeline and using the actor's ageas a rough guideline
(remembering that the late-teens and "20-something" people in shows like
Friends, Dawson's Creek and One Tree Hill are very often played by actors
who are around 10 years older, if not more, than their characters).
