   Errr ... no.   
      
   People have differieng numbers of Midichlorians. Besides which, Anakin /   
   Vader already has the "highest count ever recorded. Even higher than   
   Yoda", so almost definitely has more than Palpatine anyway (Palpatine's   
   count wouldn't be recorded in the Jedi Archives).   
      
   Plus, the count of Midichlorians doesn't necessarily mean the person will   
   actually be skillful.
