   if i recall correctly, then Gollum was first pursued by Gandalf and   
   Aragorn in the vicinity of Mirkwood and I always thought that Gandalf   
   (who never had any lasting abode) agreed at that time with Thranduil   
   that if caught Gollum would be guarded by the Elves. At that time it was   
   not foreseen that he would make his way to Mordor and back and hence   
   Lorien never was considered.   
   Ultimately, the original plan (sending him to Mirkwood) was carried out   
   by Aragorn - both because it would not be clear whether anybody else   
   would agree to take him and because Agarorn had lost his cell phone and   
   could not text Gandalf the change of plan...
