    I believe the purpose of the ring was to aid in the healing of middle   
   earth from the actions and malice of Sauron so the powers granted to   
   Gandalf by the ring were not powers to empower him ( pardon the   
   unintentional pun ) but to give comfort to others so my amswer is they   
   did not aid him by granting him the gift of power but instead helped   
   him to aid others. As for Frodo viewing Galadriels ring in Lorien it   
   seems that he had been much closer and spent infinitely more time with   
   Gandalf but never to my knowledge did he ever see Gandalfs ring. Maybe   
   this is one of those questions with no discernible answer.
