   If I recall correctly, one of the Letters says that Gandalf 2.0 was   
   permitted to oppose force with force when the force of evil was too   
   strong for the forces of good. If I'm correct, he was permitted to   
   kill the head Nazgūl. I think if Rohan had not come he might have   
   done so, but maybe since he knew Rohan was coming he thought it would   
   be better for Men to fight their own battles -- that they would look   
   back and know they had saved the day by their own efforts without   
   supinely waiting for supernatural intervention.
