      Later in Gondor they are closer to Sauron and to Mordor.  This seems to   
   have some significance.  Another is that when they went Ring-hunting they   
   went as secretly as they could - secrecy over power.  After the hunt failed   
   and Sauron moved to open war he seems to have flushed secrecy down the   
   shite, enhancing them in power and terror, particularly the Black Captain.
