      I don't see the problem.  Sauron wanted to enslave the wielders of the   
   Three, but it never happened.  He never laid hands on them, to fit them   
   better to his purposes as he did with the Sixteen.  And he never enslaved   
   anyone with them.  It may or may not be that the Three would have become   
   personal chains to three elves (probably Celebrimbor and two others) if he   
   had succeeded, as apparently the Nine were personal chains to the   
   Ringwraiths.
