      The Witch-king has no tomb.  He was the Chief of the Nazgûl, that Éowyn   
   slew.  Of the three Stones of Arnor, one remains ready for use - but it is   
   special.  It cannot be used for communicating with other Stones or surveying   
   places in Middle-earth; it looks only towards Aman.  The other two were with   
   Arvedui when the ship that he was on perished in a storm.  Since the   
   technology of Ballard does not exist in Middle-earth, and since the likes of   
   Ulmo and Ossë are not going to help, they are effectively lost like the   
   Osgiliath Stone and the Silmaril that was cast into the sea.   
      But you are right in that Aragorn has the right to use all the Stones.
