Oh you uneducated kids! This has long been decided. The truth is, Tom
Baker *did* win against Tom Bombadil. They both applied at the BBC for
the role of The Doctor in 1973. But as we know, Baker got the role,
mostly because he did not add "ring-a-ding-dillo" after each line like
Bombadil did. The BBC people were quite mad about this, I think they
believed Bombadil was making fun of the Tardis' exterior with
telephone noises. (Wrongly so: Bombadil had sung like this since long
   before the telephone was invented.)

In fact, the only larger role Tom Bombadil could ever secure was the
one as "Lobin" in a very bad Chinese Batman parody in 1964. And under
a pseudonym and with his head hidden in a box he was once able to win
two votes as a Very Silly candidate in Harpenden. But this is another
   story entirely.
