   Actually, not so much. Númenor fell in 3319, Sauron returned to   
   Mordor the next year, though the Tale of Years doesn't say whether it   
   was as a spirit or as a body. However, he must have re-created his   
   body in sort order because he had the Ring. Only 110 years later, he   
   was at the height of his power and attacked Gondor.   
      
   By contrast, after his second downfall, in the Battle of the Last   
   Alliance, it took him about 2000 years to "take shape" again at Dol   
   Guldur. (The Wise perceived an evil power there around 1100, but they   
   think it may be a Nazgûl. Even if it actually was Sauron, it's almost   
   1000 years later, in 2060, that they "fear that it may be Sauron   
   taking shape again.")
