   It's Letter 131, which I quote in the FAQ of the Rings:   
      
   "While he wore it, his power on earth was actually enhanced. But even   
   if he did not wear it, that power existed and was in rapport with   
   himself: he was not 'diminished'."   
      
   To get the extra power from the Ring, he had to wear it. But to get   
   his own power that he had put into the Ring, he didn't need to wear   
   it as long as no one else claimed and mastered the Ring. If someone   
   else did claim and master the Ring, the "rapport" would be broken.   
   Sauron would no longer have access to his own power that he had put   
   into the ring, and therefore would not have enough power to maintain   
   his bodily existence.
