   They were intended by Celebrimbor for the Elves, yes. But his   
   motivations were somewhat different from Sauron's.   
      
   If Celebrimbor's original plan had been followed, the other sixteen   
   would have been used by Elves for preserving Middle-earth, as the   
   Three were. Sauron wasn't interested in that; he wanted to dominate.   
   And it was pretty clear he couldn't do that with Elves -- not because   
   they were immune, but because they recognized their vulnerability and   
   took off their Rings before they were trapped.
