From what I understand Woody starts with a finished script but has reshoots
budgeted for in the original budget because during editing he will see that
he would wish he'd done things differently and he goes back and reshoots
what he needs. As time has gone on I think he may have started to edit
during production. But I think he always starts with a finished script.

George Lucas likes to work this way now too. Write. Shoot. Edit. Rewrite.
   Reshoot. Reedit.

Fave book on Woody is : "Woody Allen on Woody Allen: In Conversation With
Stig Bjorkman" where he discusses each of his films. I can't remember the
last film, and I can't check since I have the book packed away at the
moment, but it goes into the '90s.
