   Joe cannot control usenet.
(I am sure he wished he could.)

All your messages go to the server(s) and are distributed all over the
   world.
Some newsgroups are moderated, meaning that a human (or a script written
by a human) decides which postings continue and which ones are blocked.

I don't know which newsgroups that Joe posts to are moderated (too many
to check), but the one that I read (alt.talk.creationism) isn't moderated.

So if your messages are not accepted for some reason, that reason is not
   Joe.
A killfile is something completely different.
I have one on my newsreader: Some famous spammers go in there: all they
'publish' goes straight into 'valley of the lost bits' so I don't get
   annoyed by seeing them. ;-)
But a killfile is a personal choice on your own personal computer.
