   In most places in the US, unless you're in your home, you are required to   
   retreat if possible. Starting a few centuries ago, civilisation realised that   
   justice was better served by a neutral third party that was trained and under   
   constant government scrutiny, rather than leave it to biassed parties to make   
   irreversible actions on their own. Obviously civilisation has yet to reach some   
   areas like Florida and Texas.
