   It did shift the revenue stream in the right direction - you need highly   
   trained cops with blinking lights, restraint devices and tactics to deal   
   with a looper what has decided to get nekkid in front of the Jiffy Mart.   
     Also you need reporters and public defenders and court systems to   
   provide the aftermath.   
      
     In this state, we got rid of a lot of the excess baggage in highway,   
   sewer and water departments by convicting more young-uns for   
   misdemeanors leading to 5..30 days in the county jail where they perform   
   such duties as picking up dead animals and trash and cultivating the   
   flower beds in front of the courthouse in lieu of a trip to the big   
   house for felony 'mouthing off to cops and scuffing their batons with   
   enough doobie smell to make the drug-sniffing dog perk up'.  They get 3   
   square meals a day (provided by a contract meal service).  They are   
   supervised 24 hrs a day by trained uniform gize from the national jail   
   management company, and the state/county saves money by leasing criminal   
   transporting vans through the car dealer that the sheriff used to work   
   at. Plus, also,,, they get ministered to (voluntarily) by church gize   
   (who volunteer as well) so that the recidivism rate is kept low through   
   prayer and fellowship group attendance where they can learn to vote   
   properly.
