   It should be noted that Congress sets its own pay, and usually gives itself   
   a raise around the first of every year, without any partisan argument.  It   
   just happens.  Congress gives itself all its benefits and perks, including   
   lifetime retirement and medical care, about which even the most   
   "conservative" Republicans say nothing.
