   When Galveston, TX was destroyed by a hurricane in 1900, they re-built the   
   city - after raising it 10 feet.  The few buildings that were still   
   standing were lifted on jacks, and earth was filled in under them.   
   Manhattan is a bit larger, and heavier, but, as sea levels inevitably   
   rise, it might be a solution to consider.
