   The board is the body that commits in civil cases, not the court.  Maybe you   
   were interjecting your assumptions as to what I was saying? In general,   
   these people do not go to court and do not stand before a judge. Even if   
   they contest their commitment, they initially return to the Board.   
      
   The court does not civilly commit, the board does.
