This did happen. The above incident started a terrible fire on HWY  55 in the   
   mid 90's. I lived in Nampa, Idaho at the time. I remember seeing the smoke one   
   morning, it was terrible. You can still see the scarred terrain south of Banks   
   on HWY 55. The    
   older couple were fined an exorbitant amount, I'm sure it bankrupted them. It   
   was in all the news and national news. Just ask anyone who lived in Idaho in   
   the 90's. They didn't get the fire under control until the snow came.
