   The badges are a form of identification. They aren't simply souvenirs.   
   First off, the badges must be authorized by the department. Second,   
   each person must be authorized to buy said badge. That is, once the   
   department authorizes the badges, each employee / officer /   
   firefighter purchases a badge, it has to be approved by whoever   
   authorized the badge to be created for that agency.
