   Amongst modern nation-states a country has a right to exist as long as   
   it is capable of sufficient violence to deter anyone who challenges its   
   existence. And there is no enforceable international law or even moral   
   code beyond one country's ability to do violence and another country'   
   ability to resist.   
      
   Every hope for an outside party to bring peace fails. The participants   
   want to kill each other. Until all the people decide they want to stop,   
   it will continue.   
      
   We can find examples of eternal enemies living side by side deciding   
   they are tired of kill and be killed, so they stop. Peace is possible   
   when they people want it badly enough.
