   What does the Constitution say?   
   The Constitution’s so-called elections clause says that the “Times, Places   
   and Manner of holding Elections for Senators and Representatives, shall be   
   prescribed in each State by the Legislature thereof.” The clause also says   
   Congress can “make or alter such Regulations.”   
   What happens next?   
   Trump’s executive order is expected to be challenged in court once he signs   
   it.
