   Yes, the left is fond of more legislation and excessive legislation is a   
   thorn in the ass of progress.   
      
   It would seem simple, your house burns down, insurance pays, and you   
   rebuild it.  But, no, you need government permission and in California   
   the government may see better use of your property.
