Where I live (Montgomery County, Maryland, USA) only       licensed master plumbers are authorized to do installations and/or       modifications of gas appliances and their hookups to the appliance's gas       supply. Even then, those plumbers are required to obtain a permit from       the county. When the work is completed, the work must pass an inspection       by the county appointed organization designated to do inspections before       the installation or modification can be turned on. Violations carry       strict financial penalties.
