   which was not welcoming Americans with open arms anyway.   
      
   If anyone evading the draft left the U.S., it was generally up north   
   across the Canadian border.  Most knew that with the unpopularity of the   
   war, an amnesty would be declared anyway, and that the U.S. did not have   
   the resources to jail thousands of men.  More than enough were using
