   It wasn't "his" program that captured Ressam or discovered the plot, you are   
   giving credit where credit is not due. The Clintoon administration ot the   
   Canadians had no inkling that there was even a  plot.  Ahmed Ressam was   
   captured by a diligent customs agent not by some "program" Clintoon had put   
   together. Show me where Clintoons "program" aided the capture of Ressam or   
   aided in it's discovery, if it wasn't for a "normal" customs inspection the   
   only indication that the Clintoons would have had would have been the bright   
   flash of the bomb going off.
