   There are many personnel leaving the intelligence agencies this year   
   because they expect Bush to remain in the White House (Not necessarily   
   elected.), especially those that work in DC.  The Pentagon, War College   
   and others are worried about a shortage because so many are taking early   
   retirement.  Several are moving to other english speaking countries   
   overseas.  The reason so many of the retirees are going overseas when   
   there is an english speaking country directly to the North is that   
   Canada is too close.
