   al-Qaeda was formed during Carter's administration.  NOBODY did enough   
   to prevent 9/11.  but at least Clinton laid out a plan, which Dubya has   
   followed.  the fact that Clinton didn't carry out the plan is not a   
   matter of inaction, it's a matter of TIMING.
