   1.  To bring up facts regarding a candidate's history is not smearing.   
   2.  The GOP has given kudo's to Kerry on his war record   
   3.  That Kerry was an anti-war activist and that he has voted against   
   modernizing the military at every turn are valid reasons to question his   
   ability to be an effective Commander in Chief.
