   reimbursing hospitals for treating uninsured people in their emergency   
   wards. They don't do this for any oterh service. If I get in an accident   
   with my uninsured car, I can lose everything I own. but if I have a heart   
   attack in my uninsured body, the hospital will treat me and the taxpayers   
   will foot the bill. With a system like this in place, why would you expect   
   anything different?
