   Those covered do have change access, moderated by Gaia,   
   Sola, and God. However a criminal who is covered does   
   not have to agree on the sentence. A sentence can   
   be suggested by anyone who is covered and anyone   
   who has change access but is not covered, but only   
   Gaia, Sola, and God have to agree on the sentence.
