   But that's not a program built into Windows, that's a function of the   
   installers. They're calling Windows APIs, not some .exe file somewhere.

   Did you *try* the Google search I suggested?   
      
   ImageMagick might be able to do it, if you can figure out the right   
   combination of switches. (I couldn't, but I didn't try very hard.)   
      
   Or perhaps IrfanView, although I have my doubts there.
