   gave me " 9:57:39.23"   
      
   But I wanted "09:57:39" - Presently, I use a small Batch file as follows,   
   so that %ISO-WHEN%" then gives the HH:MM:SS form   
      
     @setlocal   
     @set T=%time: =0%   
     @set T=%T:~,8%   
     @endlocal & set ISO-WHEN=%date% %T%   
      
   BUT is it possible to do the transformation in a single step,   
   with ????? being such that   
     echo %time?????%   
   would have given "09:57:39" (and, if so, how) ?????
