   First of all, CMD Extensions is enabled by default, unless it's manually   
   disabled from either the registry setting, the /E:OFF switch, or SETLOCAL   
   DISABLEEXTENSIONS. Also, BREAK status is obsolete in CMD.   
      
   When, I tested it in a clean installation of XP, CTRL-C fails whether CMD   
   extensions is enabled or not. The result of that batch would always be:   
      
     press ctrl-c now   
     Press any key to continue . . .   
     in bracket ctrl-c failed   
     Terminate batch job (Y/N)? y
