   ISO8601 means that YYYY-MM-DD should be your default format.   
      
   Otherwise, you can start with   
      PROMPT>wmic OS Get localdatetime /value   
   which gives YYYYMMDD ... , then edit that.   
      
   Obviously, that Get should be extended to give yyyy-mm-dd and yyyy-ddd and   
   yyyy-Www-d .
