   I don't know if this will help or not.  I used to do something to test   
   if a drive and / or directory exists (it's been too long and I don't   
   remember exactly what) by checking for either "NUL" (I think it was one   
   "L") or "." existed.   
      
   Maybe that will help you test if the drive is connected or not.  I don't   
   know how to tell if it's locked or not.   
      
   You might also explore commands to have Disk Manager show you   
   information about connected drives.
