Mew2Senshi Limited Run Games did a pre-order for it a while back. It's
all sold out, but I think they've been waiting for chapter 9 to release before
physical copies were packaged and shipped.

pulled from the eShop, and considering that the Variant mode is still marked
as beta (even though it's now on consoles), it might not even be the last
update. Chapter 9 being
called "Farewell" is significant to the story, and I think it also has to do
with the fact that a potential sequel isn't planned, meaning that the update
is a farewell to the characters and world of the game.
