   Oh for goodness sake!

Instead of over-intellectualising the problem from which you formed your
criticism (of illegal filename caused by [forward] slashes in the DATE
variable), why don't you simply take two minutes time-out to change the
regional date format : "Short date separator" - from a "slash" to a
   "hyphen"...!!

This will be immediately reflected in the system %DATE% variable on
   closing / re-opening a [cmd.exe] Window's Command Prompt....

"Regional and Language Options" (Control Panel) ->
"Regional Options" (Tab) -> "Customize" (Button) -> "Date" (Tab) ->
"Short date" (Middle Section) -> "Date separator" (Drop-down Menu)
