My standard tool for "everything" is a powerful editor.
   I'd begin with a "dir /b /on * > temp.bat"
Call up the editor with "temp.bat" and a macro.
   That macro
   - deletes all line not ending in "service/test.txt"
   - changes all remaining lines into copy commands
   - (ends itself and the editor)
   Call temp.bat

   Done

I frequently autogenerate far more involved batch files that way.

P.S: Have you taken your parents to court for child abuse over your
   name?
