   Two thoughts (assuming; WinXP and/or NT cmd-prompt), one is the obvious   
   make a new task in the Window's Task Scheduler.  The other is; use the "At"   
   command, at the Command Prompt...   
        I am not particularly proficient using either, but I believe it's   
   certain, that they are possessed of flexibility enough to act as solutions   
   for most conceivable scenarios.
