   Try right clicking on the batch file and running it as admin.   
      
   The problem is with devcon - at least here in Windows 8.1 it runs in a new   
   copy of cmd and this   
   displays nothing in the console that the command is run from.   
      
   devcon /? |find "a"   
      
   unless it is run in an elevated cmd console.
